Step 1 - Start something new (size doesn't matter)

Step 2 - Make a background for it
ex.

Step 3 - With the Elliptical Marquee Tool, make a semi-circle on the top part of your image
ex.

Step 4 - Choose the following colors for background and foreground:


Step 5 - Select the gradient tool.

Step 6 - Set gradient tool to the following:


Step 7 - With the gradient tool make a straight line going down on the area you selected wih the Elliptical Marquee Tool.

Step 8 - Select the Elliptical Marquee Tool, then right click where you selected then click on Deselect

And your done!!!
